Jacqueline Acker Biography
Jackie earned a Bachelor of Arts from the University of Texas at Austin in 2010, followed by a Juris Doctorate from the University of Tulsa College of Law in 2013. Her academic journey set the stage for her future achievements, particularly in the areas of privacy, data security, and ethical technology.
Jackie Acker’s professional trajectory is marked by significant roles in both federal government and academia. She joined the Central Intelligence Agency (CIA) in 2013, where she initially worked as a Data Manager. In this role, she implemented the Federal Records Act and Privacy Act, enhancing data management through Lean Six Sigma methodologies and Agile development.
Jackie advanced to Technical Lead and Manager in the Office of Public Affairs, where she established standards for web design and content. By 2018, she was promoted to Associate Privacy and Civil Liberties Officer, and in 2020, to Deputy Privacy and Civil Liberties Officer. She developed a key ethics framework for AI and advanced analytics, which became the IC AI Ethics Framework, cited in Executive Orders and White House guidance. Jackie’s responsibilities included overseeing FISMA compliance, managing transparency initiatives, and engaging in high-level policy discussions with the White House and international bodies on data privacy and responsible AI.
Since January 2022, Jackie has been an Adjunct Assistant Professor at American University Washington College of Law, where she teaches Information Privacy and Data Security. Her role involves educating students on privacy laws and integrating emerging issues into the curriculum, preparing the next generation of professionals in this critical field.
In December 2023, Jackie joined the International Association of Privacy Professionals (IAPP) as a Faculty Member. She contributed to creating the IAPP AI Governance Professional Certification Program, focusing on AI governance, regulatory compliance, and ethical technology development.
Jackie’s qualifications include Certified Information Privacy Professional (CIPP/US), Certified Information Privacy Professional, Management (CIPP/M), and Certified AI Governance Professional (CAIGP), along with a Lean Six Sigma Green Belt. Her work has been recognized with several awards, including the White House Federal Privacy Council Award for Individual Impact (2018), the IC AI Ethics Team Award (2020), and Civil Liberties, Privacy, and Transparency Officer of the Year (2021).
Jackie is a prominent speaker and contributor to the discourse on privacy and technology. Her presentations include topics such as AI ethics, privacy in national security, and the role of women in security. She has spoken at notable forums like the United Nations Convention on the Status of Women, IAPP Global Privacy Summit and the American Bar Association National Security Conference.
